Required state fees

The Department of State lists $15 for each examination, $60 for the initial application, and $60 for renewal. It also lists $10 for specified name/address changes and duplicate license requests, subject to stated exceptions.

Examination and application fees are nonrefundable. Follow the current payment instructions: exam-site methods differ from the card payment required for an online application.

What to include in the overall budget

A first-time applicant who passes on the first attempt has $75 in basic exam and application charges. Add only the supplies and services actually needed for compliant work.

  • $15 examination fee per attempt
  • $60 initial commission application
  • A secure journal retained for the required ten years
  • Optional stamp, certificate forms, education, or study materials
  • Optional errors-and-omissions insurance
  • Electronic platform and digital-credential costs only if pursuing electronic notarization

No required bond

Unlike many states, New York does not require a statutory surety bond for the traditional commission. The absence of a bond does not eliminate personal responsibility for misconduct or negligence.

E&O coverage is optional and depends on policy terms. Compare limits, exclusions, defense provisions, and deductibles instead of treating it as a licensing requirement.

What a commissioned notary may charge

New York Executive Law authorizes a traditional notarial fee of up to $2 for administering an oath or affirmation and taking an acknowledgment or proof of execution. Electronic notaries may charge up to $25 per electronic notarial act under the state rules.

A certificate of authenticity used when papering out an electronically notarized record is a separate notarial act for which the official FAQ states $2 may be charged. Clearly distinguish allowed notarial fees from separately agreed non-notarial services.
